GJEPC Flags Exporter Challenges at RBI Meeting in New Delhi

GJEPC participated in a meeting organised by the Reserve Bank of India (RBI) in New Delhi on 27 February 2026 to discuss export-related regulatory and operational matters impacting the industry.

The session opened with a welcome address by Smt Shubha Modi, General Manager, Foreign Exchange Department (FED), RBI New Delhi. Shri Prashant Dayal, General Manager, FED Central Office, RBI Mumbai, presented recent regulatory reforms introduced to support exports, including efforts to streamline online declaration processes.

The meeting was attended by senior officials from CBIC, ICEGATE, Customs authorities, and representatives from various Authorised Dealer (AD) Banks, enabling direct dialogue between regulators and industry stakeholders.

During the interactive session, Shri Antarpal Singh Sawhney, Regional Chairman (North), GJEPC, highlighted several operational challenges faced by exporters. These included pending Shipping Bills not reflecting in the Export Data Processing and Monitoring System (EDPMS), Bills of Entry not appearing in the Import Data Processing and Monitoring System (IDPMS), particularly more than 500 manual Bills of Entry and hand-carry shipment BOEs that remain unrecorded. He also raised issues related to over- or under-realisation of remittances in exhibition exports, the need for clarity on third-party remittances, and difficulties in managing advance remittances for exhibition shipments.

A detailed representation outlining these concerns was submitted to RBI officials. The authorities acknowledged the issues and assured that the matters would be reviewed on priority for early resolution.
